Summary:
In native Android apps, like the YouTube app, context menus are closed when the device orientation changes.
In React Native apps instead, when having a [PopupMenu](https://developer.android.com/reference/android/widget/PopupMenu.html) open and rotating the device, the PopupMenu is not dismissed and appears in a wrong position on the screen.
This PR exposes a `dismissPopupMenu` method to allow the application to dismiss any open PopupMenu:

I don't remember exactly where we talked about this but LayoutAnimation on Android is pretty stable now so there's no reason to keep it behind an experimental flag anymore. The only part that is not really stable is delete animations, so what I did is remove the default delete animation that we provide in presets.

Android API 15 still have 1.5~2.0% distribution (refer: [Dashboard - Android Developer](https://developer.android.com/ndk/guides/standalone_toolchain.html#creating_the_toolchain)).
React Native is a good tec but many companies cannot endure loose their consumer. [Choreographer](https://developer.android.com/reference/android/view/Choreographer.html) triggered UI operation is the only reason that React Native Android sdk use minSdkVersion 16, so we can use a backward solution **only in API 15**: [Handler](https://developer.android.com/reference/android/os/Handler.html).
In this PR, the biggest change is :
- Make core operation of ReactChoreographer to an interface: ReactUIDriver;
- Impl ReactUIDriver by Handler => UIDriverHandlerImpl, refactor ReactChoreographer to UIDriverChoreographerImpl;
- Let UIDriverFactory to choose which one impl would be in use. (Only use handler in api 15).

Summary:
If we throw an exception from a UIOperation, the UI is likely in a bad state and we shouldn't execute any other operations on it. In non-dev mode, this would mean we've crashed and don't have to worry about that. But in dev mode, we may have shown a redbox and the instance is still active. This means doing something like reloading, which will trigger onPause and thus flush more UI operations, can crash the app while its sitting on a red box.
This diff aims to prevent that by no longer executing UI operations after one has thrown an exception.

This PR follows the work started in #6431 but instead of implementing the snapshot for Android, will just allow that feature to be implemented by a third party library.
The missing feature is the ability to resolve a View for a given tag integer. which is now possible with a `addUIBlock` on the `UIManagerModule` method where you give a `UIBlock` instance (a new class) that implements a `execute(NativeViewHierarchyManager)` function.
This is already possible in iOS API. a third party can use the `addUIBlock` too.
I have kept the name `addUIBlock` so it's the same as in the [iOS' API](https://github.com/facebook/react-native/search?q=addUIBlock&type=Code&utf8=%E2%9C%93).

Summary:
When we hit the back button and unmount the ReactRootView, we tell JS to unmount the application root node, which causes JS to asynchronously come back and tell the UIManager to drop the corresponding root view.
This issue was that by the time JS gets back to us, we likely will have already paused the UIManager frame callback which means the view unmounting never actually happens: it just gets stuck in the queue.
The solution is to immediately execute batches when they are enqueued when the frame callback isn't running.

This PR introduce a new native module that will be used for offloading animations - NativeAnimatedModule. It has a simple API that allows for animated nodes management via methods like: create/drop animated node, connect/disconnect nodes, start animation of a value node, attach/detach animated from a native view.
Similarly to how we handle UIManager view hierarchy updates we create a queue of animated graph operations that are then executed on the UI thread. This isolates us from problems that may be caused by concurrent updates of animated graph while UI thread is "executing" the animation.

Native view recycling implementation based on limited pools of views.
In this diff I introduced new UIManager method: dropViews. Instead of removing views from tag->view maps when they are detached we keep them there until we get a call to dropViews with the appropriate tag. JS may keep a pool of object and selectively decide not to enqueue drop for certain views. Then instead of removing those views it may decide to reuse tag that has been previously allocated for a view that is no longer in use.
Special handling is required for layout-only nodes as they only can transition from layout-only to non-layout-only (reverse transition hasn't been implemented). Because of that we'd loose benefits of view flattening if we decide to recycle existing non-layout-only view as a layout-only one.
This diff provides only a simple and manual method for configuring pools by calling `ReactNativeViewPool.configure` with a dict from native view name to the view count. Note that we may not want recycle all the views (e.g. when we render mapview we don't want to keep it in memory after it's detached)
