[ReactNative] Use RCTNullIfNill and (id)kCFNull

Summary:

Use consistent `null` handling:

`value || null`                ->  `RCTNullIfNil(value)`
`value == null ? nil : value`  ->  `RCTNilIfNull(value)`
`[NSNull null]`                ->  `(id)kCFNull`

Test Plan: The tests should be enough.
